Measure Would Protect Schools, Libraries, Arts & Music
Pasadena, CA — Facing the most severe reduction in funding from the State of California in its history, the Pasadena Unified School District (PUSD) Board of Education voted unanimously to place a local parcel tax on the May 4, 2010 election ballot. Because of an 18 percent overall cut in funding to public schools in California, PUSD faces up to $23 million in cuts to its schools and programs.

Facing an unprecedented fiscal crisis caused by a catastrophic reduction of state funding for public schools, the Pasadena Unified School District (PUSD) Board of Education acted on a fiscal stabilization plan on Tuesday that includes approximately $21 million in reductions to the general fund, which pays for salaries, supplies, and most services.

Over each of the last five years, student test scores have improved at Pasadena Unified School District’s (PUSD) public schools.
These dramatic improvements are the result of many factors, including outstanding teachers, small class sizes, challenging programs and assistance for students struggling with the basics.
Deep state funding reductions threaten to erase this progress.

In what can perhaps be considered the understatement of the year, while line-item vetoing an additional $489 million out of a budget that had already cut billions, Gov. Arnold Schwarzenegger referred to the budget as “the good, the bad and the ugly.”

On July 24, 2009, the Legislature passed amendments to the 2009-10 Budget Bill, along with implementing legislation. On July 28, 2009, the Governor signed the budget package, while vetoing $489 million in General Fund appropriations.

Chief Finance Officer John Pappalardo provided a budget update to the Board summarizing PUSD’s lost revenue, reductions underway, and anticipated federal stimulus funds. Dr. Pappalardo will continue to provide updates on the rapidly changing budget situation at each Board meeting until June 30.

In February, the Governor signed a budget for 2009-10. That budget included spending cuts and revenue increases totaling $41.6 billion and eliminated the largest budget gap in the state’s history. As the global recession has deepened, the budget has again fallen out of balance.

In part because state revenue collections have been weaker than expected since passage of the February budget package, major cash flow difficulties loom for California in the summer and fall of 2009. Without significant budget-balancing and cash management actions by the Legislature or unprecedented borrowing from the short-term credit markets, the state will not be able to pay many of its bills on time for much of 2009-10.

As part of our effort to keep employees apprised of the state budget crisis affecting public education statewide and its impact on Pasadena Unified School District (PUSD), I’d like to provide an update on the work underway to stabilize the District’s financial position in the current year and develop a balanced budget for 2009-10.

The budget reduces the current year Proposition 98 appropriation by $5.9 billion through a mix of program reductions, deferrals and redesignation of funds. Of this amount, $2.3 billion would come from program reductions, which would reduce actual apportionments to districts in the current year. The reductions eliminate the partial cost-of-living adjustment and then are evenly split between categorical program funding and revenue limits.

On February 20, Governor Schwarzenegger signed a spending plan aimed at addressing the state’s worsening budget crisis. The final agreement includes a total of $41.6 billion in “solutions” - $30.3 billion to balance the 2009-10 budget and $11.3 billion to close the gap projected for the remainder of 2008-09.

Pasadena, CA—- Pasadena Unified School District (PUSD) Superintendent Edwin Diaz issued the following statement in response to Governor Arnold Schwarzenegger’s State of the State address and proposed budget cuts:
“Our schools are already coping with the effects of $7.5 million in budget reductions last year. While we have managed to keep budget cuts away from classroom instruction in the past, the Governor’s proposed approximately $10 billion in cuts over the next 18 months will have a dire impact on PUSD schools and students in the upcoming year.”

In November, the administration projected a $24 billion drop in revenues from the estimates in place a few months earlier when the 2008–09 Budget Act was adopted. Now, due to the worsening economy, the administration projects an additional $7 billion decline in revenues. Combined with the state’s chronic operating shortfall and rising expenses, the administration projects that the state would end 2009–10 with a deficit of $40 billion absent corrective action.

With little advance notice and minimal fanfare, Director of Finance Mike Genest released the 2009-10 Governor’s Budget General Fund Proposals on New Year’s Eve. The document presents an overview of the Governor’s proposals for balancing the 2009-10 budget, as well as closing the gap projected for the remainder of 2008-09.
